Over-the-top (OTT) services could get a 15-year license in Pakistan, according to the Pakistan Telecommunication Authority (PTA), which has suggested a new set of rules for these services.
The proposed strategy says that over-the-top (OTT) services are any kind of service or app that is offered over the Internet, with or without the help of network providers. Apps like WhatsApp for texting, Zoom for videoconferencing, Facebook, and streaming services like Netflix and YouTube are some examples.
The draft framework from PTA divides OTT services into three groups: OTT Communication Services (OCS)—these are real-time voice, video, and messaging apps like WhatsApp, Skype, and Zoom that use the internet instead of traditional phone networks; OTT Application Services (OAS)—these are not replacements for traditional telecom services but include social networking, e-health, e-education, and navigation apps like Google Maps; and OTT Media Services (OMS)—these are audio and video streaming services, further divided into Broadcasting OTT Media Services (PEMRA)—services like PTV and ARY NEWS—and Non-Broadcasting OTT Media Services—services like YouTube, Netflix, and Spotify.

The draft says that the PTA will be in charge of registering and approving OTT services, but PEMRA will be in charge of broadcasting media services.
The PTA and other related government bodies will be in charge of monitoring and removing content. Telecom Service Providers (TSPs) that want to offer over-the-top (OTT) communication services need to get permission from the PTA.
OTT service companies can also get permission to work in Pakistan directly, which is good for 15 years. With this framework, the government hopes to set up a way to oversee the growth and control of over-the-top (OTT) services in the country.
